Recovery Residences · Hampton & Newport News
A program that steadies the whole house.
Structured peer support, indoors and outdoors, with progress tracking and clear monthly records for recovery residence operators.
Why now
Certification is now the law.
In Virginia, every recovery residence must be certified by the state. Running one without certification is a crime.
Why it passed
To protect people in early recovery from what an unregulated house can hide:
- Unsafe living conditions
- Deaths and serious injuries that go unreported
- Residents pushed into paid services the house profits from
- Complaints kept quiet
WHAT'S AT STAKE
Up to 12 months in jail
and a $2,500 fine for operating without certification, a Class 1 misdemeanor.
No referrals
State agencies and courts may only send people to certified residences.
Ongoing oversight
Complaint reviews, corrective action plans, and decertification for homes that fall short.
Where we fit
Certification is a full state process. Oak & Harbor supplies the part that's hardest to build alone: a structured recovery program and the records that show it.
No new staff, and nothing out of your pocket to start.
General information, not legal advice. Read the law: Va. Code § 37.2-431.1 and § 18.2-11.
What's included
The whole program side, done for you.
Built to the Oak Standard: matched to SAMHSA's 12 core competencies for peer workers and Virginia's recovery residence rules, with every claim cited and every session run the same way.
Curriculum
12-month peer curriculum
Monthly topics built around a voyage theme residents remember. It works alongside any recovery path, including 12-step and faith-based.
Groups
Groups indoors and out
Small facilitated groups at the house, plus Shore Leave: one group a month held outdoors at a local park. Every session teaches a simple coping method residents can use in the moment.
Tracking
Recovery capital tracking
Progress measured with the BARC-10, a validated recovery capital scale, and shared in a plain monthly report.
Connections
Social prescribing built in
Residents are connected to community groups, volunteering, education, and benefits they qualify for.
What it costs you
Nothing out of your pocket to start.
Every house is different, so every proposal is written for yours. What stays the same is how it's paid for.
The pilot
$0
30 days at the houses you choose, at no cost to you.
After the pilot
At or near $0 to you
The program runs on a small resident program fee that you collect and pass through. It doesn't come out of your current budget.
No catch
Walk away owing nothing
If the pilot isn't right for you, it simply ends. No equipment to buy and no one new to hire.
How a pilot works
Thirty days to see it work.
A 20-minute call
About your houses, your residents, and your goals.
A written pilot proposal
Houses and schedule, agreed in writing before anything starts. We take on up to five houses at a time.
30 days at the houses you choose
Groups indoors and out, tracking, and connections, with a report each month.
You decide
Continue, expand to more houses, or stop with nothing owed.

Your monthly report shows
- Group attendance by house, indoors and out
- Recovery capital trends
- Community connections made
- Concerns to watch, flagged early
